Active vs. Inactive

When a record is terminated in the Reporter it is not deleted and you access it from the Inact. selection in Volunteers [Stations, Jobs]. There, it is put into the inactive file out of the way. It can be reactivated if desired.

Active Volunteers

By default, the Reporter includes only active volunteers on reports, with the large exception of Hours reports. Active in the Reporter usually means the volunteer doesn't have a termination date. It doesn't necessarily mean the volunteer has a placement or hours.

It helps to understand which reports are hours based. Obviously the Statistics and Hours Served reports are based on hours. All but one of the Inactive Volunteer Reports are also based on hours.

Inactive Volunteers Reports

Here the Reporter means something different with inactive. These volunteers are not terminated but they haven't contributed hours during a period of time at all or some of their placements or they have no placements.

The Totally Inactive and Partially Inactive Volunteer reports are hours based.

Terminated Volunteers Report—

This report obviously includes all terminated volunteers, but every filter, by default, excludes terminated volunteers. So, if you include any filter with this report, it will come up blank without any records. In order to use a filter with this report, edit the filter and set "Include terminated volunteers?" to Yes on the Volunteer Limits tab.
